Proposed digitalization strategy for the Republic of Macedonia

In the past 2019, on the benches of the Faculty of Economics - Skopje at the University "Sts. Cyril and Methodius ”, at the lectures on the subject Economic planning and under the mentorship and unreserved support of Prof. Sasho Kosev Ph.D, we, the authors of this paper, with great desire and enthusiasm decided to develop a national development strategy for digitalization of the Republic of Macedonia under the name "Digital Macedonia 2025" with the hope that one day it will be in the hands of relevant institutions and will be realized in the macedonian economy.

Namely, the social development has already penetrated deeply into a phase of fundamental changes that affect almost all aspects of life. Changes that in their foundations bring technological-information discoveries and innovations. In the new information and communication era, leaders (countries, regions, companies and individuals) will be the ones to make the right decisions in a timely manner based on a deep understanding of new trends. Decisions that will lead to the adjustment of the new way of life. Those who do not do so risk staying in the stagnant zone.

The key role of the new information society stems from the fact that it is a consequence, but also a cause of sustainable economic development. This role focuses on taking advantage of it, implementing information innovation, taking advantage of opportunities, but also the difficulties faced by and will be faced by less developed societies and their inherent economies.

To this end, national strategies for developing and harmonizing the digitalization of society are being developed, which should be proactive, ie. actively respond to any change in technology, and at the same time be consistent and not isolated from other policies and activities that treat the development of the information society in the country. In this way, the foundations and directions for the creation of the new digital environment are set, ie they will create a proactive environment, inevitable for the creation and development of the new digital economy.

The ultimate goal is to create better global competitiveness through public-private dialogue, which will be achieved through the promotion of a knowledge-based economy, using the huge potential of exporting the ICT industry, improving the quality of public and private services and making a significant leap in the economy for the benefit of all citizens and society as a whole.

The concept of broad partnership must not be overlooked. This means cooperation between the Government, the civil society, the private sector, operators, local governments and all other stakeholders who, with all their qualities, experience, knowledge and capabilities, will contribute not only to the smooth development of the strategy, but also success in its implementation.

Experiences from the narrower and wider environment really offer a selection of positive examples and successful measures for the digitalization of societies. It is in the interest of all citizens of the Republic for such experiences to be accepted in our country, but, of course, through their modification and harmonization with the specific social situation and the existing development opportunities of the national economy. The situational approach, based on a detailed analysis of all segments relevant to the proposed measures, can undoubtedly lead to success and achievement of the ultimate goals set in this strategy, which will make the macedonian economy more efficient and more competitive globally, and macedonian society will become a society of high well-being and sustainable economic prosperity.
